Flexible name formatting within the type system #1276
Description
We need an infrastructure to format type names, member names, and signatures within the type system.
Right now formatting is done with ToString overrides but this is not very flexible. Various consumers can be interested in various formats.
Take CCI TypeNameFormatter and STS::Naming as inspiration.
