Description

Moves pool providers for release branch to a -Svc pool, outside of daily, main-branch quotas.

Fixes #{bug number} (in this specific format)

@MattGal aren't we close enough to the close of RC1 that not using -Svc pools for this prerelease branch is Just Fine:tm:❔

In any case, we need at most one of this PR or #43529. Either we don't need this PR or the final commit will automatically be taken forward into release/7.0.

In any case, we need at most one of this PR or #43529. Either we don't need this PR or the final commit will automatically be taken forward into release/7.0.

I won't be hurt if you just close it, I blasted out a bunch of PRs just now to try to move off repos that had built a "release" named branch in the last week. So, if it's not useful, just close it; I don't necessarily know all the branches that matter.
