We need to start building arm64 RPM packages. There is a lot of interest in enabling this.

Main issue for tracking work across dotnet/runtime, dotnet/aspnetcore and dotnet/installer: dotnet/runtime#64755

This is needed for 7.0 and 6.0 servicing.
