Describe the bug

Running the starter app locally (on Windows) seems to start up fine, however the console logs are full of errors relating to SSL and the otel exporter.

Expected Behavior

Traces being correctly displayed.

Steps To Reproduce

Run aspire new to start a new project and select the React (Vite) & FastAPI starter template.
Use aspire run to start, either directly or via VS Code
