Pull Request Overview
This PR updates the rollout issue template to reflect pipeline name changes that were previously implemented. The changes update pipeline references from the old naming convention to the new one.
- Updates pipeline names from "weekly/internal-ci" to "daily/official" naming convention
- Maintains the same pipeline definition IDs while updating display names
- Ensures consistency between the rollout checklist and useful links sections

We changed the pipeline names in #5153, this is just reflecting those changes in the rollout issue template
