Type of problem

Problem with version files (Versions.Details.xml, Versions.props, global.json, ..)

Description of the issue

Problem

1. Packages which ARE NOT produced in the VMR got updated in e1c1b06 to version A.
2. Then this got flowed to 30648c2 (version A).
3. Meanwhile they got bumped again in c56b7e0 to version B.
4. Backflow from the VMR reverted them to version A.

Clone VMR and emsdk at their 10.0 branches and then:
