I'm conflicted about the location of these documents. They only apply to a subset of the devs who contribute to Arcade, and their location under documentation/devguide would lead me to believe they would contain something about how to work with the Arcade repository.

I think we should have a different folder structure for core-eng refugee docs.

Maybe something under documentation/team-process/dnceng?

good suggestion @riarenas - I moved the docs directly. Any chance you could approve the PR?

@missymessa - any chance you could submit a PR for that after the move is complete? It's probably important for everyone to see/review.
