- Part-port from dotnet@cb683d5 - Remove SetupTargetFeeds.proj (v2 support), which is unused - Set the default publishing version to 3

The reason for making this port is I found another case where a 6.0 repo wasn't specifying the PublishingInfraVersion as 3, and so their publishing was failing after an update. |
