Stable build test: https://devdiv.visualstudio.com/DevDiv/_build/results?buildId=5679730&view=results This is based off the branch of msbuild that was failing before. The merged manifest for this build is reporting again that the build is stable. |

fix for #8393
I will be running test builds for stable and non-stable branches using an SDK updated to this version of the tasks to make sure this resolves the bug and will update the PR with the builds once they've completed.
