The temporary project logic contains some property values not related to the PackageReference feature. These were left as-is. The PackageReference workaround has been removed.
The original change is #1581.
This conflicts with the new WPF PackageReference support. WPF had added a workaround for Arcade that can't be removed until this is removed. The WPF workaround is causing some ProjectReferences to be rebuilt unnecessarily.
