Reverts to the last known good version of the task.
Customer Impact
Publishing is failing for customers using the 3.x version of arcade with a newer .net sdk. See #5935
Regression
Yes. This wasn't caught in arcade-validation because the repo uses the minimum sdk version brought by arcade.

How risky is this change?
Low. this is the version that was in use before.
Workarounds
Are there available workarounds for the bug?
Downgrading your .net sdk version to a 3.0 sdk fixes the issue, but...
