1ES PT now supports non-production artifacts which will skip SBOM/scanning/etc: https://eng.ms/docs/coreai/devdiv/one-engineering-system-1es/1es-docs/1es-pipeline-templates/performanceimprovements/pipeline-perf-optimizations#skipping-running-sdl-tools-for-non-production-artifacts-in-officialunofficial-pipelines

We can use that for logs.

We can also remove the manual SBOM and CG steps since they are now handled by 1ES PT.
