Update Microsoft.Net.Test.Sdk to 17.5.0#13178

17.5.0 is the latest stable version on nuget.org and in comparison to 17.4.* doesn't distribute netstandard1.0 assets anymore. This contributes to removing netstandard1.x dependencies in the stack which helps both SBRP (source-build) and avoids CG (component governance) warnings.
