dotnet/runtime has a ci-analysis skill that is useful to any repo using helix. I would like to easily use this in the sdk repo. Where should common shared skills like this go? I don't like the idea of copying these everywhere because then you lose the shared benefits if improvements are made. A shared location also promotes the availability of these. Arcade feels like a natural place for sharing skills that are engineering/infrastructure specific like the ci-analysis.
