To support features that CCi-based GenAPI has we need to:

• Implement AttributeFilter to load list of attributes in DocId format T:Attribute
• Distinguish constants that have ContainingType.TypeKind == TypeKind.Enum and setup Symbol Display Format to print it in format ConstantName = Value
