  1. [release/6.0] Stop testing on windows.10.amd64.android.open (#15064) 

    - backport of #15063 to release/6.0
- see dotnet/dnceng#1994
- use windows.11.amd64.android.open instead
- was previously done as part of #14453 for release/9.0
