Won't we want to vendor 23.0.5 due to the networking regression in 23.0.4?

chickens 🐔 and eggs 🥚 we build them at the same time, so there won’t be a 23.0.5 tag until CLI 23.0.5 is released, so we can update to 23.0.5 for the 23.0.6 release 😅
