[Bug]: DNN v10.2+ breaks Site Settings Page #7114

What happened?

Starting with a bilingual (en-ca & fr-ca) website, I upgraded from DNN v9.13.9 to DNN v10.2.0 in preparation for migration to DNN v10.2.3. Once upgraded to DNN 10.2.0, only the en-ca Site Settings page was accessible only for en-CA.

Steps to reproduce?

Here is the Site Settings page for the v9.13.9 website for en-CA:

Note the website Site Title in English. Now here is the Site Settings page for fr-CA. Note the Site Title is in French:

Just for reference, here are the themes for the website (Xcillion and two custom themes):

After upgrading to DNN v10.2.0, I have no way of accessing the Site Settings for fr-CA. It does not matter whether I access Site Settings while viewing an en-CA page or a fr-CA page:

Again, for reference, here are the themes for the website. The upgrade has added Aperture:

Current Behavior

See above.

Expected Behavior

In DNN v10.2+, there should be a way to access the Site Settings for both languages (as I could in DNN v9.13.9).

Relevant log output

n/a - everything looks OK in the event log.

Anything else?

I created a test DNN v10.2.3 website and the problem with Site Settings is just the same as in the case of an upgrade. So this is not an upgrade specific problem. Also for my website that started out as DNN v9.13.9, upgrading from DNN 10.2.0 to DNN v10.2.3 did not solve the problem.
