[Bug]: IAdminMenuController not registered for DI #6636

Description
Is there an existing issue for this?
- I have searched the existing issues
What happened?
Can't do much in pages editor, everything attempt to save changes cause an error
Steps to reproduce?
- Go to the pages module in the persona bar
- Try to change anything and save (or reorder pages)
Current Behavior
An error is shown and the changes are not saved
Expected Behavior
Should not have an error and save the changes

I was testing for the new reordering of pages but it is probably unrelated.
