[Bug]: Upgrade from DNN v9.13.x to v10.0.1 RC2 with 2sxc 19.03.xx breaks website #6539

What happened?
For DNN websites of version 9.13.x with 2sxc v19.03.xx loaded, upgrading to DNN v10.0.1 RC2 breaks the website. The upgrade procedure results in the error:
Server Error in '/' Application.
Could not load file or assembly 'System.Runtime.CompilerServices.Unsafe' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)
Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code.
Steps to reproduce?
- Create a DNN website with the following: DNN 9.13.9, 2sxc v19.03.05, CodeDom v3.6.0
- Run the upgrade wizard on the DNN v10.0.1 RC2 upgrade package - it fails with the error described above.
Current Behavior
Before the upgrade there are two instances of System.Runtime.CompilerServices.Unsafe.dll
\bin - 6.0.21.52210
\bin\Imageflow - 4.6.28619.1
The relevant section of web.config is:

The mismatch seems to be coming from the new version (6.100.225.20307) of System.Runtime.CompilerServices.Unsafe.dll.
I don't know whether this is a DNN issue or a 2sxc issue.
