What happened?

Tried creating a new portal and got an error

Steps to reproduce?

1. Go to sites
2. Attempt to create a new portal(site) with either the blank or default website templates

Current Behavior

An error shows like this:

Expected Behavior

It should create a portal

Relevant log output

Anything else?

I know that webslices were removed from DNN10 causing this template parsing issue. I think we should ignore anything invalid in the templates rather (or in addition) from removing webslice entries in the templates to accommodate templates that were created before this removal of webslices
