Well I don't know enough about Jenkins in particular and where that script is that runs the test but this is the necessary fix (fixes it locally with tox). |

Seems that the next version of Sphinx breaks the doc build by removing
SmartyPantsHTMLTranslator. This pins to the last version that worked until someone can modify the code.
