Duplicate of #19433 of which I can't get the CI to trigger. :/
Notes: I had concerns that this could negatively impact the scroll management when zoomed in; but as far as I can tell there is no negative difference between this and current beta when zoomed, not zoomed, and in either expanded or not expanded state.
