Pin versions of Chrome and Firefox, except on nightly builds

This PR https://github.com/dequelabs/axe-core/pull/3269 should have only changed how nightly is tested. What it did instead, is update all tests to run the latest version of Chrome. That almost immediately broke things, since Chrome 96 came with a change that caused our tests to fail.
