Adds the CHANGELOG notes from the RC2 release to the final release's CHANGELOG.
Also note that I added the missing "Changelog" heading to the notes because currently the "added", "changed", "fixed", "removed", etc. sections are logically under the last numbered section, e.g. "5. Changes in APIs" which is a
<h3>in the RC1 release notes. The changelog headings are<h4>so semantically the RC1 notes indicate that they belong under the "Changes in APIs" section.
