Problem:

The label of the "scopes" field in the debates component seems not to be defined as a translatable string

To Reproduce
Steps to reproduce the behavior:

1. Go to https://meta.decidim.org/processes/roadmap/f/219/debates/new?locale=es
2. Change language to ca eg. https://meta.decidim.org/processes/roadmap/f/219/debates/new?locale=ca
3. You will see this label is not commuted when language is changed

Expected behaviour:

The label of the field "scopes" in the discussions component must be correctly defined as "translatable"
