Cookie consent saved is expired in a session basis.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://meta.decidim.org/
2. Click on "Accept all" in the cookie banner
3. Close your browser
4. Go to https://meta.decidim.org/ again
5. See that you have the cookie banner again

Expected behavior
It shouldn't open the second time that I visited after I accepted it.

Additional context

The cookie consent expires max is "Session". It should have a date.
