Describe the bug
When you try to create a Collaborative Drafts there is an error indicating Template is missing.
This error also happened on try.decidim.org

To Reproduce
Steps to reproduce the behavior:

1. Create a Participatory Process or an Assemblie
2. Add a Proposal Component in the Participatory Process with the options Official proposal enabled and Collaborative drafts enabled
3. Publish the Participatory Process and the Proposal
4. Click on View public page
5. Click on the Proposal Tab then click on Access Collaborative Drafts
6. Click on New Collaborative Drafts
7. Fill the Collaborative Draft form and click Continue
8. See the error

Expected behavior
The Collaborative Drafts should be created and be accessible.
