Describe the bug
When hovering on a blocked user avatar and name here is what we see :

The current blocking feature only offuscates the username and replaces it by Blocked user(would be nice to have a translatable string).
This is a problem when the user who was blocked used an inapropriate image or nickname.
Here is an example

To Reproduce
Steps to reproduce the behavior:

1. Go to https://try.decidim.org/assemblies/harum-officia/f/46/results/151?commentId=486
2. Hover on "Blocked user"
3. See tooltip with nickname and avatar
4. See error

Expected behavior
Simple fix : I should not show the tooltip for blocked user
More advanced fix : offuscate nickname, avatar (and why not description and personal url too)

Additional context
It's also worth noting that on the tooltip a loggued in user can message and follow a blocked user.
