Describe the bug
When I configure a survey with "Answers accepted from" or "Answers accepted until" in a given date and time, it doesn't save it in the correct time zone, so it doesn't starts/ends when it's expected.

To Reproduce
Steps to reproduce the behavior:

1. Sign in as admin
2. Go to admin dashboard
3. Go to a participatory process
4. Configure survey component
5. Change the "Answers accepted from" date time to any
6. Save it
7. Enter again
8. See error (it's not the same date nor the same format as the one selected)

It's also visible when going to the published survey, it doesn't starts/ends when it should

Expected behavior

It should get saved correctly
It should work in the given time
