Describe the bug
when the admins receive an email to warn them that a conflict with the represented users has occurred. It indicates that some translation keys are missing.

To Reproduce
Steps to reproduce the behavior:

1. Go to translation settings
2. Try to add decidim.events.verifications.verify_with_managed_user.email_intro
3. Try to add decidim.events.verifications.verify_with_managed_user.email_outro
4. See that the key do not exist

Expected behavior
I should have the intro and the outro of the email.
