Describe the bug
Offline signatures do not display on the signature jauge on the initiative page.

They display in the admin index and the edit form of the initiative page.

I also tested to see I could accept an initiative that had enough offline signatures. (the one that has 9000/2000 in the screen capture. Even if the initiative has enough signature the button to accept the initiative doesn't display in the admin.
