As a visitor, I want to understand better what's a PG.

Describe the solution you'd like
To have a title and description explaining what this PG is about. Also, both of the PGs that we're planning to use at Barcelona already have Hashtags, so it'd be nice to have it on the platform linked with Twitter as we already do on Participatory Process:

Additional context
Mind that we already have fields on the admin panel for Title and Description but we're not displaying it on this page.

At the moment "title" is called "name", it should be renamed to that for consistency.

No

Acceptance criteria

• As an administrator I can add a Title in a PG
• As an administrator I can't add a Name in a PG
• As a visitor I can see the Title when the PG is published
• As an administrator I can add a Description in a PG
• As a visitor I can see the Description when the PG is published
• As an administrator I can add a Hashtag in a PG
• As a visitor I can see the Hashtag when the PG is published. There's a link to twitter as we already do in Processes.
