How do I customize the menu items on the bar right below the "Search" bar and the account details? I have only got 3, which I haven't chosen: Home, Assemblies, and Help.

The logic is:
- For consultations and initiatives, first you need to enable the gems
- For participatory processes, assemblies and consultations, they appear when there's some published content
- For initiatives, they're always there (even if there isn't any published content), as it's a bottom-up dynamic
