Is your feature request related to a problem? Please describe.

As a participant I want to be able to edit a Debate.

Describe the solution you'd like

It'd be enabled by default, without any setting on the admin panel.

As it could involve having some manipulation, there should be Version Control like we already do with Proposals.

Describe alternatives you've considered

Even than on Proposals we enable a timeframe ("Debates can be edited by authors before this many minutes passes"), we think this could be overkill at the moment for Debates. This is out of the scope.

No, as these are public things.

Acceptance criteria

• As a participant I can edit my own Debates
• As a participant I can't edit Debates from other participants
• As a visitor I can see the changes on the Version Control
• As a participatory space administrator I can edit the Official debates
• These editions gets saved on the Version Control
• As a participatory space administrator I can't edit Debates from other participants
