As an administrator I want to define who has access to an Election according to the established verification system (verified against the census, all registered users, those who have been verified by code, etc ...)

In the case of municipal census, I also want to define the scope (for example if it is a district) of the Questions. (This is closely related with "Configure permissions at district (scope) level for the different components #5708").

At the UI level this should be an option on the Verification panel with a dropdown option for selecting the Scope that the participants must be verified on.

Acceptance criteria

• As an administrator I can decide that the verification needed for the Election is all registered participants
• As an administrator I can define that the verification needed for the Election is all the participants that have been verified through a code
• As an administrator I can define that the verification needed for the Electon is through the municipal census
• As an administrator I can set up a specific scope (e.g. district) when the verification needed for the Election is through the municipal census
