Is your feature request related to a problem? Please describe.
As a visitor when I go to a new proposal component and there isn't any Proposal I don't see any message. Sometimes I even think that that there's an error.

Describe the solution you'd like
We should show an information message that says "There isn't any proposal"

We should show a similar message when the filtering doesn't find any proposal with the filtered criteria: "There isn't any proposal with this criteria".

Describe alternatives you've considered
To have a better designed message, as the mockup could need more work.

• As a visitor when there isn't any proposal I see an information message
• As a visitor when there isn't any proposal after filters I see an information message
