In #5793 a discussion around the changelog started. Essentially, the problem is the high amount of conflicts developers get when working on a PR: a high portion of those conflicts are around the changelog. These conflicts slow down the merge process.

I'm opening this issue to keep the discussion about this file in a centralized place, so everyone can join and give ideas on how to improve the process of generating a changelog.
