Describe the bug
It's not possible to create an attachement folder on initiatives. Nonetheless the dropdown menu to select a folder appears on the form to add a new attachement

To Reproduce
Steps to reproduce the behavior:

1. Go to an existing initiative as an admin
2. Click on attachements
3. Click on new attachement
4. See "Folder" dropdown menu

Expected behavior
Parent dropdown menu should be displayed on the attachment creation form.
