Describe the bug
As administrator, when I try to create an initiative with a blank description, the page throws an error indicating that the field is mandatory, however, that field doesn't have an asterisk of "required".

To Reproduce
Steps to reproduce the behaviour:

1. Go to initiatives
2. Place a title and leave "description" blank
3. Click on "Continue"
4. You won't be able to continue and a red message will show up: "Description can't be blank"

Expected behaviour
The "Description" label should have an asterisk because it is a mandatory field.
