Is your feature request related to a problem? Please describe.
When participants submit their proposals, it is possible that sometimes the scope selected may not be correct. As a process administrator I need a way to assign a different scope to one or more proposals, just as I can do with categories.

Describe the solution you'd like
I would like to have an option in the "actions" menu in the admin panel proposal table that allows me to select one or more proposals and assign them a different scope

Acceptance criteria

• As a participatory process admin I can select one or several proposals and assign them a different Scope
• As a visitor I can see the scope changes made by an administrator in the version control of the proposal
