Is your feature request related to a problem? Please describe.
As a participatory process administrator I need a way to publish answers given to proposals at the same time on certain processes.
Describe the solution you'd like
I want to have a checkbox "Publish proposals answers immediately" on Proposals step settings where I can control when I want to publish the answers. By default it'll be checked (as this is the current behaviour).
If I uncheck the setting, I can select all or several proposals, and from the "Actions" menu publish the answers at once from the "Publish answers" button:
Describe alternatives you've considered
To have this setting become published automatically on the Step settings, although this is a different mechanic that we don't use on the rest of the application.
Additional context
"Another thing that you might need to take into consideration is that civil servants want to announce the evaluation results at once, and not individually for each proposal as is the behaviour for Decidim today. It would be extra sleek to be able to make the costs and explanations appear on all the proposals when changing step in the process. But I'm not sure how that could be done technically."

We should take also in account that there's some mailing involved when answering the proposals. It should be sent at the same time as the publication.
