User story

Is your feature request related to a problem? Please describe.

As a administrator of a participatory process that has to coordinate the answering of Proposals, I want to be able to configure a new Role that can answer only proposals that are relevant to their Area (or expertise). For instance, on the context of a city council, she'll be a public servant of a the area of Urbanism.

A valuator is going to be assigned by Participatory Process.

Describe the solution you'd like

As a participatory process admin, I want to be able to:

• Add valuators by going to "Admin users" and adding a "New participatory process admin" with a new role (Valuator)
• Assigning valuators to Proposals by filtering with mass (bulk) action
• To see how many (and which) valuators are assigned to a Proposal. A Proposal can have multiple Valuators.

Describe alternatives you've considered
To not have valuators, but to have more capabilities to export / import answers. This is better explained on this Metadecidim proposal: Import proposal answers.

Out of the scope of this issue is to "Assigning valuators to a given Scope or Category on this Participatory Process" as was initially tought. We don't need that as it's fixed more dinamically with #5503

Acceptance criteria

• As a participatory process admin I can create Valuators as other roles (Moderator, Contributor)
• As a participatory process admin I can bulk assign Proposals to Valuators
• As a Valuator I can only see and access the Proposals that I need to valuate
• As a Valuator I can export the proposals assigned to me and their comments
• As a participatory process admin I can deaassign a Proposal with a Valuator
• As a participatory process admin I can see all the Valuators that a Proposal has
• As a participatory process admin I can see all the Proposals that a Valuator has
