User story

Is your feature request related to a problem? Please describe.

As a user who evaluates proposals, I want to have more possibilities when it comes to responding to them. Specially on Participatory Budgeting processes, I need to be able to add metadata related with economical costs.

Describe the solution you'd like

Add costs fields to proposal answer:

• cost (numerical) - mandatory

• cost report (long text) - mandatory

• execution period (text) - mandatory

• cost in the first year (numerical)

• close report (checkbox, with a warning that this action is irreversible)

This should be only shown on Proposals that have the checkbox "Enables answers with costs"

Acceptance criteria

• As a administrator of a participatory process I can set the "Enables answers with costs"
• As a administrator that answers a Proposal I can set the costs
• The cost fields are only mandatory for accepted proposals
• As a visitor user I can see the costs when they're published
