User story
Is your feature request related to a problem? Please describe.
As an administrator that needs to Answer Proposals,he it's really frustrating because I have three different pages that I need to see to get the "full picture":
- The Proposal show page
- The Private Notes for information that other administrators can give me
- The Answer form itself
Describe the solution you'd like
It'd be much nicer to have all this information on the same page.
On the metadata we also add the Position concept, as on which order a Proposal is in relation with the others of the same process. For instance, if a Proposal is the one that received more supports is the 1st. It should be implemented both for supports and endorsements. The main idea is to give some value to the numbers of supports: Are 4000 supports a big number or not? (The answer is, it depends on relation with the other proposals).
It's necessary to also:
- have a link to start a conversation with the Author.
- view the related meetings
- view the proposal's attachments
Describe alternatives you've considered
To have these forms on the frontend, but could be tricky for expectations of the administrators (why are "Private Notes" on the frontend? Are they really private?)

Yes, there are prviate notes (although they shouldn't have private user data, they could have private internal data)
