User story
Is your feature request related to a problem? Please describe.
As a valuator or a participatory process admin it's frustrating to find the proposal from the frontend to the backend to answering it, as the Edit button sends me to the full list of proposals on the admin page and it doesn't scale well when there are hundreds of Proposals.
Describe the solution you'd like
To have a button to "Answer" the proposal next to the "Edit" button on the header.
Describe alternatives you've considered
To have the same action button but on the Proposal page. As we already have the Edit button it make sense to add this action on the Header
