I know feature requests are disabled, but since this is a purely repo-related request, not even related to the Decidim library per se, I though GitHub is still the best place to discuss this. If you think I should open this in MetaDecidim please tell me and I'll do it!

The idea is to move the test suite to GitHub Actions. It's now a released feature, seems stable, and it's free for open-source. I think it would give faster results although I haven't tried it on open-source projects (on private projects, GitHub Actions jobs run in parallel, while in CircleCI currently don't).

Yes, moving might be work, but I think we'd benefit from this, at least in a developer experience point of view.
