User story

As an admin, I want to be able to add a text of terms of use to invitations that are sent to new administrators (all roles), which they have to accept before being able to access as such.

It needs to be configurable, like the Help Section in Configuration tab. The default text could be something like that:

We trust you have received the usual lecture from the local System
Administrator. It usually boils down to these three things:

    #1) Respect the privacy of others.
    #2) Think before you click.
    #3) With great power comes great responsibility.

Acceptance criteria

• The invitation is sent not only to users with l'attribute is_admin == true, but everyone who has access to the admin panel, except initiatives admins
• The invitation is also sent to previously registered users
