Describe the bug

• Validating initiatives should display on the initiative [index](http://staging.decidim.codegram.com/initiatives? utf8=✓&filter%5Bsearch_text%5D=&filter%5Bstate%5D=&filter%5Bstate%5D=open&filter%5Btype%5D%5B%5D=&order=random) ID : i-2
• Created initiatives shouldn't display on the index : ID : i-1
• Discarded initiatives shouldn't display on the indexID : i-3
• Accepted initiatives with no signatures i-6

--> There might be something wrong with the seed used with initiative.

Expected behavior
Initiatives with validating, discarded, created states should display on the index.

I should understand why an initiave is accepted / discarded.
From what I understood :

• Accepted = collected enough signatures during signature collecting timeframe
• Rejected = didn't collect enough signatures during signature collecting timeframe
