It is now not possible to change the title of a Participatory Text without uploading a new participatory text file.

Also the edition route for the Participatory Text metadata/file import is broken and should be enabled.

It should be possible to update the meta information of a Participatory Text without having to upload a new bunch of texts.

Describe alternatives you've considered
Maybe splitting the form in two, but it's out of scope right now.

Additional context
Changing the title of a Participatory Text does not change what the Participatory Text itself defines so the admin will be able to change it at any time.
